Over 75 Years Serving Montclair Village
The Montclair Village Association (MVA) is a Business Improvement District (BID) established in 2001 and made up of approximately 230 retail and service businesses. Prior to our formation as a BID, the MVA was previously known as the Montclair Business Association (MBA) and served the community for over 50 years.
A Business Improvement District is formed with business owners agree to pay an additional Assessment each year to the City of Oakland based on their gross revenue. The assessments paid by MVA businesses (and associate members) are used to pay for revitalization efforts in the commercial district, covering maintenance, beautification, promotions, and security issues above and beyond those supplied by City resources.
As a 501(c)3 nonprofit, the MVA’s mission is to support and enhance the Montclair Village business district to be a vibrant destination for our businesses, residents, and visitors.
The Association is governed by its By-laws. A Board of Directors, elected from its community of business owners annually, creates and/or approves the policies. Standing committees make recommendations to the Board for action. All meetings are subject to the provisions of The Brown Act.

In 2010 the Association created a new category of Associate Membership, to permit businesses located adjacent to the Village to join and enjoy the same benefits of Association membership.

MVA Meetings
Currently the organizational groups below meet on a regular basis. Special teams or groups may be formed from time-to-time as determined by the Board. These meetings are open to all Village merchants and any community members interested in attending. Agendas and meeting Minutes are available upon request from the MVA office. Minutes from each meeting and Association Financial Reports are available upon request from the MVA office.

Monthly Board Meetings
Board meetings are held the last Wednesday morning of each month (except December) and at other times as deemed necessary. These meetings, like all MVA meetings, are open to the public. Merchants and interested community members are always welcome to listen, share any concerns, or ask questions.

Management of the MVA
To manage the Association, the MVA membership elects new or returning Board of Directors members annually for two-year terms from its membership. The Board is comprised of four officer positions (President, Vice President, Secretary and Treasurer) and up to 17 Directors, all of whom have one vote in all Board matters. Officers and Directors should represent a cross-section of merchants in the Village, both retail and professional/services.
A paid Executive Director reports to the Board and performs functions assigned by them.
A Nominations Committee is responsible for obtaining qualified Board candidates for review by May of each year. A roster of Board-approved candidates is sent to all MVA members in June for ratification. Ratified members begin their term on July 1 and end on June 30. Existing Board members may be re-elected to subsequent terms if approved and ratified.
